Town of Springfield Flag Policy

FLAG DISPLAY
1. PURPOSE
It is the policy of the Town of Springfield that flags should be displayed in conformance with the United States and State of Vermont provisions governing the display of flags, including the United States flag, the Vermont State flag, the Springfield Town flag, and the POW/MIA flag. Any additions must be approved by the Springfield Selectboard. Approval of flags will be limited to those that constitute an expression of the town’s official sentiments.
2. APPLICATION
This Policy applies to all flag poles on municipal grounds and the exterior of all buildings owned or controlled by the Town of Springfield. The only flags to be displayed under this policy include the United States flag, the State of Vermont flag, the Town of Springfield flag. The Policy also applies to Memorial Park where additional flags may be flown in accordance with this policy.
3. GUIDANCE
a. Display and Care of Flags:
The Town of Springfield follows United States and State of Vermont provisions governing the display of flags. These can be found in the United States Code, Title 4, Chapter 1 and the Vermont Statutes Annotated, Title 1, Chapter 11 (hereinafter “Flag Code and Protocol”).
b. Display of Flags at Memorial Park on River Street:
In addition to the above flags, the Memorial Park on River Street is a memorial to the United States Armed Forces and Veterans. As such, it has a monument, a center flagpole for displaying the United States Flag, and six additional flag poles to display the flags of the six branches of the United States Armed Forces – Army, Navy, Air Force, Marines, Coast Guard, and Space Force and the POW/MIA flag.
c. Any additional Flag flown from a flagpole at Town Hall must not be larger than the flag of the United States of America and must be located beneath the flag of the United States of America when flown on the same staff.
d. All flags shall be flown at half-staff as prescribed or consistent with Flag Code and Protocol or as directed by the proper Federal or State officials.
