WELCOME:  Visitors are most welcome at the Selectboard Meetings.  Anyone wishing to address the Selectboard on a specific matter is required to make arrangements to appear on the agenda with the Town Manager, Jeff Mobus, before the Wednesday preceding each meeting.  Emergency matters can be handled by requesting recognition by the Chair under – Emergency items can be added to the “Additions to the Agenda” section of the

  1. Traditionally, the Board has adopted Robert’s Rules of Order, modified to allow the Chair to make and second motions, to conduct business.

 

  1. Setting the schedule for regular Selectboard meetings.  Per the Town Charter, the Selectboard meets twice a month from September through May, and once a month in June, July, and August.  Currently, the Board meets on the 2nd and 4th Mondays of each month at 7PM.  I would like the Board to set the summer meeting schedule as well, if possible.  I suggest June 17th, July 15th, and August 12th.  Meetings have met at 7PM in the past.  The Board can adopt that starting time for regular meetings or change it.

 

  1. Designate Newspaper of Record.  The Town has to designate a newspaper of record for legal notices and warnings.  For a number of years, the Board has voted to have The Shopper as the paper of record.  They are well circulated in the area.  The only issue is that they only print once a week.  This can create challenges when we have to meet 15 day notice requirements for public hearings.  Obviously, we have worked with this restriction for years.  Mostly, I just want to make the Board aware of the posting requirement.

 

7   Designate Meeting Notice Posting Locations.  The Town has to designate where notices will

be posted in Town.  The current locations are: the Town website, Town Hall 2nd Floor, the               Springfield Town Library, and the North Springfield Post Office.  I recommend keeping these locations.

 

At the March 10th regular board meeting next week, there will be an agenda item for the appointments to fill various Board and Committee positions that are now vacant due to expired terms.  I have notified Chuck Wise about DRB, Downtown Review, and Planning Commission positions that have expired terms.  I have also reached out to the Airport Commission and the ST&RE Committee about positions terms that have expired.  Here is a list of Selectboard Liaison positions to be filled at the March 10 meeting and the incumbent liaison for each.

Mount Ascutney Regional Commission- Walter Martone

Ordinance Subcommittee- Mike Martin and Heather Frahm

Planning Commission- Mike Schmitt

School District- Tara Chase

Southern Windsor County Regional Transportation Committee- Kristi Morris

Springfield On The Move- Tara Chase

Springfield Regional Development Corporation- Kristi Morris

Springfield Trails and Rural Economy- Kristi Morris

 

Lastly, the Declaration of Inclusion Committee was created in January of 2022.  By Charter, committees created by the Selectboard can’t last more than 3 years.  The Board needs to decide whether or not to reconstitute the committee.  I have notified the chair of the committee of the situation.
